According to reports, the products included in this alliance procurement are dry films and surgical staplers. Following several rounds of intensive negotiations, the procurement has achieved its intended outcomes: dry films saw an average price reduction of 49.62%, with the largest discount reaching 77.32%; surgical staplers recorded an average price cut of 83.93%, with the maximum discount at 96.29%. The province is expected to save RMB 694 million annually in procurement costs. In terms of the composition of winning bids, most of the mainstream products currently used in clinical practice within the province were selected, offering a comprehensive range of specifications and models, reasonable price brackets, and reliable supply assurance, thereby effectively meeting clinical needs.

Since last year, when Jiangsu Province took the lead nationwide in launching volume‑based procurement for coronary stents, the province has continued to expand the scope of such procurement to include medical consumables across multiple categories, including cardiovascular, neurological, ophthalmic, orthopedic, and general surgery. The dry‑film products included in this round of procurement are classified as standard medical consumables, subject to a lower‑level registration approval process; they are device‑specific and demand robust ancillary services. The anastomosis device category is highly complex, with substantial clinical usage spanning numerous departments and applications—such as stent‑anastomosis procedures—and a large number of manufacturers producing products of varying quality. According to available data, the provincial platform currently lists 90 registered manufacturers of dry films, of which 58 engage in actual sales, with an annual sales volume of approximately RMB 970 million. For anastomosis devices, there are 112 registered manufacturers on the platform, with 76 companies reporting actual sales, generating annual revenues of roughly RMB 1.3 billion.

The current alliance procurement cycle spans two years, with the contracted purchase volume set at 80% of the annual procurement demand. Led by the Provincial Medical Insurance Bureau, the initiative is jointly implemented by the medical insurance bureaus of Huai’an, Yangzhou, and Taizhou, with oversight throughout the process provided by discipline inspection and supervision personnel stationed by the Provincial Commission for Discipline Inspection and Supervision. Going forward, related tasks—including the execution of the contracted purchase volumes, the signing of supply-and‑purchase contracts, and the disbursement of advance payments from the medical insurance fund—will be carried out in a phased manner.
